It's more complicated than that. There are trade-offs. Organizations spend a lot of time and resources to develop these players (unlike football). They want a lot of team control for that reason. Owners would just all have to agree to do it. I heard once that the only reason the NFL gets away without guaranteed contracts is that it's 100% aligned with the owners and they won't negotiate on it

Plus, you really want to see a loss of parity? Remove the punishment for long bloated contracts from the rich teams and see how many more free agents they sign. Only way guaranteed contracts go away is with a salary cap as well. And agents won't go for that (no huge pay days or long guaranteed contracts as the carrot at the end of the stick.
