Academy was one of the last companies in the industry to even have a stand-alone website where you could actually order things. So it follows that their website is lackluster. Ridiculous mismanagement, and it starts at the top.
If I was your sister, I would take things into my own hands and go with a proposal and business case to do so. If she says she knows it's trash, then take charge and leverage a successful project into a huge promotion. Nothing ventured, nothing gained. Unless she's actually several levels below key decision makers and "corporate VP" is a different level at Academy than at most clients I work with. Find a way to get an RFP authorized or to do a mock work phase within her own budget.
