Someone who's watched baseball longer than I have, what impact will the rain have on pitching?

Obviously the balls are going to sink faster when hit, but does this affect how JV approaches his pitches?

We're not going to get into their pen until late at this rate. 41 pitches thru 3 2/3. Don't wanna puss out and screw the pooch with bad ABs but weed to work these counts *if* we can.

Command would be more difficult, and can also affect pitch selection if it's wet enough to make it hard to throw breaking pitches. Light sprinkle like this doesn't have much impact though
