Dallas would be a better choice for an MLB team than Charlotte, Portland or some of the other candidates on this thread.
The metroplex is approaching 8 million people.

DFW is big enough to support two teams.

Move the Rangers to Dallas
Dallas had their chance and blew it.

When?

Everything about the Rangers would be better if they picked either Dallas or Ft Worth to play their games.

When the new stadium was built. Same way they missed out on the revitalization of the fair park area when the Cowboys built their new stadium.

Portland could likely support an MLB team since the season is in the inverse of the NBA season.

Nashville or New Orleans. That area of the mid-Atlantic/ Deep South has been Braves or Cardinals fans for way too long.

New Orleans is too small and poor to support an MLB team.

Nashville or Portland might work, but I still think MLB would be better served going after a larger market if they are going to add additional MLB teams.

Where are they going to get their fans? There's a 0 percent chance I'm switching my allegiance from the rangers I've watched my entire life to a team I have zero connection and investment in.

Here's a list of what baseball needs:

1. A salary cap.

NO! I prefer the soft cap that MLB uses to the hard caps of other North American Leagues. What baseball needs is a soft floor on salaries in which if not met penalties are exacted from revenue sharing.
