And it wouldn't be allowed under CBA. There is a program in place that sets out what happens to you for violating the drug program. Having a contract provision that adds, subtracts, or changes the drug punishment is by definition "inconsistent."
You can try to come up with all the law school hypotheticals you want. The real world answer is simple. The Angels have buyers remorse and are desperate for someone to bail them out.
