They should have just done the scheduling changes, those are great and address much of the problem.

Rules against resting players are unenforceable. It's not that hard to make up an injury or illness.

I think they could try making the scoring champions award on totals, instead of points per game.
PPG seems pretty arbitrary. I know this wouldn't impact most players, but I don't think it makes as much sense anymore to make it on a per game basis.

Couldn't they just play the players for like one minute and sub out the entire team?

It has no teeth. THey used to report false injuries in order to carry more guys on the roster. I don't see any difference in doing it to give guys rest.
