Honestly, it's the bench. You could win a title with that starting 5. But when the starters are having to play 40 minutes, and go all-out every single minute that they're on the court (because they know that the bench sucks), they're going to fade toward the end of games.
You simply can't be a GM and a HC in the day and age. That's where the problem starts and ends. As his full-time job, Morey is going to the Sloan Conference, reading player breakdowns, breaking down mountains of sports statistics reports... and meanwhile Doc is running practices, coming up with game plans, and helping to design personal development programs for all of his players. The roster building is stuff he does in his extra time (hint: he doesn't have much).
Just imagine replacing Austin Rivers and Glen Davis with Patty Mills and Boris Diaw. Does anybody want a piece of that team? Those aren't huge, cap-busting roster upgrades, but are very manageable moves for a 7th and 8th guy. The Clippers just need to find them (the problem is of course that finding good role players isn't a piece of cake, which is why you don't put it on your freaking HC).
