Depends on how you weight it and how you compare different eras. For the full length of their career, probably, because most don't stay as good as he's been for that long. But if you're comparing say a 6 year peak (feels more common), he's not.

Personally I would split up pre-merger NBA and post-merger NBA. The only superstars that belong in both eras are Kareem and Dr. J.

You have to weigh both. Duncan led two separate teams to titles over a sixteen year span. That's pretty incredible. Duncan's title in 03 was probably the weakest team to win and he went through the threepeat Lakers with two top ten all time players to do it.
