IDGAF about personality--if you're on the Spurs' roster, your personality at least has been accepted by Pop.
Overall skills/athletic ability, I give the nod to Howard.
The way SA is constructed, though, we don't necessarily need a Howard. We need a hard-screening big man with impeccable interior passing skills and lockdown defensive abilities.
Splitter more closely matches the Spurs' needs as currently constructed. Could Pop make Howard work? Of course. But the dynamics of our front court would have to change significantly, IMO.
