Yep. If you can't tell if it's offside with the naked eye then it shouldn't be called.

In that scenario the head-to-head win would be the first tiebreaker between Swiss and BIH if I'm reading the rules correctly.

Even if it is, I don't see them overcoming a -3 GD in a single match.
