I am not a soccer rule expert but I remember from coaching my kids that the goalie was restricted to taking only four steps after catching the ball. Also, I heard they added a six second rule in the 90s. Are these rules still in the books? If so, why does it seem like they aren't enforced?

6 second rule is on the books but enforced about as much as traveling in the NBA

Steps no longer matter, all about the time. But the 6 seconds is rarely enforced.

Yeah you really have to be wasting time as a keeper to get a warning from the official.

In 1992 the Laws were changed. Before that a GK was limited to taking 4 steps while possessing and bouncing the ball and back passes were legal. The 4 step limit was removed and back passes were eliminated (punished with an IDFK).
