VAR probably looked at and determined Saka was playing for the penalty rather than trying to get to the ball. Once they see that there's no way it's getting overturned, so no reason to have the ref look at it.chjoak said:

I believe in slow motion it wasn't a penalty because Saka initiates contact, but I also can't believe the ref saw it from his angle and could make that call in real time. Neuer was rushing out and it looked like Saka tried to side step him and was wiped out. At full speed, that gets called 99% of the time.
