Protect College Sports Act weird consequences for A&M FB

So to preface this, it's appearing very unlikely this bill gets passed into law as is or even at all right now. Further, the mandate only applies to teams in conferences who choose to pool their media rights and the SEC and B1G have both laughed at this.

But theoretically if the original version had been forced on to us, the section requiring mandated rivalry scheduling is wild in what it would have done to our OOC scheduling due to our history.

It said that to qualify, if more than 2 of your all time Top 10 opponents are no longer in your conference, then you become subject to the Federal Rules. 7 of our Top 10 are not in our conference so we would have triggered it.

For those wondering our "separated opponents Top 10 opponents" would be:

2 Baylor (108 meetings)
3 TCU (92 meetings)
5 Rice (82 meetings)
6 SMU (73 meetings)
7 TTU (70 meetings)
9 UH (33 meetings)
10 Okie Lite (31 meetings ((yeah I was surprised too at this))

Having done so, the law would then have required two things:

1) If these opponents are conference mates you must play them as part of your annual schedule for us that means that 1) tu, 2)Piggy and 3) Swamp Kitten every year

2) You must play the separated opponents twice every 4 years.

3) You must play at least one of your top 5 most played opponents every year.

So we would have to play at least one of Baylor, TCU and Rice every year OOC and the other two would always be some combination of SMU, Tech, Okie Lite and Coog High

We would never be able to play anyone else as a OOC opponent every year.

Obviously glad A&M is part of a conference that appears like it will not bend to this foolishness because if they did, then they might as well force us back into the SWC at that point when half our schedule every year always and forever is an old SWC schedule.

I don't like the mandated part of it, but that otherwise sounds fun. I miss the games against Baylor, Tech, etc. Those games felt meaningful even when the season was toast. To me, playing games against the schools of your friends, neighbors, and colleagues is what made college football fun.

I dont like this and there should be rules in place. How many people inside Kyle field will remember playing UH, TCU etc on a yearly schedule?

These "rivalries" are dead and they should focus on opportunities that are more appealing

Replacing tu with Baylor on the schedule seems like a good tradeoff.

Yeah, it may have been fun playing against old friends or people you knew but it also is what made football stale and boring. There's nothing boring about playing in the SEC, especially the schedule we're playing this year. IMHO

This just looks like one more example of why you should never want the government running anything.

They started off with a good concept (to fix the NIL and transfer problem) and ended up throwing enough stupid stuff in the bill that it has majority opposition.

I'm of the view that colleges themselves (the NCAA or a successor organization) will ultimately come up wth something that works. All other professional leagues manage themselves without congressional oversight. Don't see why CFB should be any different.

I had not seen this before, but it is obvious that the Top 10 rule has little to do with OOC scheduling, and is more concerned with undoing most of the conference realignment that has happened over the last two decades. Forgetting us for a minute, how does UCLA or Washington or Stanford or West Virginia or UCF or even South Carolina maintain a full conference schedule with these requirements? They can't and need to "go back to where they came from". I think a lot of the college football audience actually agrees with this as well, but for many of these schools, including us, going back would be a major step down even ignoring the financial aspects.

Ten is also a very arbitrary number with weird implications. To give an example of how stupid this could get, Southwestern (DIII) is our #11 all-time opponent with 22 meetings, and Trinity (DIII) is our #12 all-time opponent. If we are just looking at D1 programs, then Sam Houston is one game away from being tied for #11 (after Clanga and Mizzou).

Is governance of college athletics an enumerated power of Congress in the U. S. Constitution? Just another overreach by our federal government?

Seems like a waste of taxpayers money to me.

SEC presidents and chancellors are meeting this evening.

If passed, this bill will have no effect on A&M scheduling because the traditional rivalry section only applies if 75% of schools enter into a media rights pooling deal.

If this bill passes and if the threshold number of teams pool their media rights, the schools like UCLA etc have the "to the extent practicable" language that makes maintaining conference schedule easily.

As for us and southwestern, Sam, etc, I don't think we will be pooling our media rights with those schools ever, so not a possible issue

So is the SEC effectively blocked from expansion? Does this create a permanent underclass of schools with no hope to move up to the SEC or Big 10? Clemson, FSU, NC, among others are now stuck at a lower conference payout forever?

I certainly hope we continue playing Arky annually. I've been counting down the last few games needed to end Arky's all-time series lead on us. We could erase that lead this decade if they stay as bad as they have been. It would be just typical for Arky to get a reprieve from playing us right before we finally retake the series lead.

That isn't happening under the new SEC 9 game football schedule going forward. Tu, LSU and Missouri are our annual opponents.

Update:

So it appears that the B1G and SEC have thrown their support behind the bill but only after getting several concessions.

The biggest and most relevant one is that they specifically demanded language that made the media rights pooling completely voluntary and that there can be zero lawsuits or coercion of any kind to try and force them into pooling their media.

That ALSO means that we don't have to comply with the required historic rivalry scheduling because it's tied to media rights pooling. (Tard will be devastated because they haven't figured this out yet and think Cody Campbell's scheme to force A&M and tu to give Tceh more money and play them every year is still happening when instead they'll be the ones who have to play SMU/TCU/New Mexico every year while giving away their money to subsidize Wyoming and Ball State)

This also means there will probably be a mad dash to grab any remaining properties in the ACC that the B1G and SEC want because this act will cap expansion at 19 and impose a 5 years of Independence requirement on teams transferring between conferences. I could see SEC grabbing some combo of FSU/Miami/Clemson/North Carolina/Duke

on the rush to expansion before (and if) this gets passed, I don't think Big 10 or SEC are in a rush to add anyone at this point.

The current draft limits expansion to an odd number of 19 allowing the Big Ten one more. Caldwell wants to protect women's teams from being eliminated. The roughly $50 million price includes $5 million for non-revenue sports specifically.

I think giving a concession to the already poorly behaved NCAA is dumb.

Allegedly the ACC and B12 were going to try pooling with the G6 (which would just be the G8 at that point) so we'll see if that ends up happening. As far as expansion it may not happen but it also means if it is it's gotta happen really really quick here or else your opportunity to join the P2 is effectively done

So those pushing the "it will happen"' seem to think that if all the other schools who aren't SEC/B1G pool their rights they can make more than the SEC/B1G and that will force us to join when we see how amazing rights pooling is.

Now me, I don't believe that's true. I think it's possible that combined they can get ca better payout than what they currently have but they also have to give over their schedules to the Fed and let them control their OOC games which to me is a huge downside.

I agree with you but they will say it is the commerce clause since it extends beyond state lines

as currently written, yes. but ashley moody is trying to add an amendment that gives 180 day grace period for teams to try to move.

all of these provisions are up for revision in the house by the way.

And, of course, being "independent", ND already is set to be able to join a conference at any time they choose without waiting, unlike anyone else that would have to be independent for 5 years.

But in all honesty, beyond UNC, FSU, Clemson, and Miami, the rest of the ACC has a lower shine, just how much lower is up to debate. Va Tech, Pitt, NC State, GT, UVa, Louisville, Duke, and Stanford are all probably higher values than Cal, SMU, BC, and Wake Forest, IMO.
