Refusing to? Or not able to since T Boone died?
OSU has top 3 athletic revenue in their conference. If their Big 12 competition can use NIL, Gundy could have too. He's on record of how much he didn't want to.
According to heartland sports, State ranks ninth (of thirteen) in the Big 12 NIL spending and barely above the top of the spending by the Group of Five Conferences.
SI had them at 6th in the Big 12 last year. They were within 10% of everybody above them but Kansas (assuming they just had a big donation or something because it's way out of line with the prior year of $118 mil)

But let's say they are just top 6. They are still not poor by big 12 standards. they should easily compete in that league with a competent coach.
You are quoting athletic department budgets. That's a different topic. I am comparing NIL spending. They are not the same.
Sorry, my eyes skipped over NIL in your post.
My point was that OSU
can compete with their big 12 counterparts in the NIL. The reason they
didn't was because of Gundy. He said he thought NIL was going to be regulated and that the "buying" of players wouldn't last. He admitted he was wrong and that this was the first year they attempted to use NIL in the portal. He said all of that this past December.
OSU is a good gig for an up and coming coach. They will never compete for a national title, just like the rest of the big 12. But short of getting an SEC of B1G job, it's in the top tier of good opportunities.
