Shouldn't the clock have wound on that 4th down?

Not sure how a tackle in the field of play , where sips targeted the player resulted in the sips NOT having to burn a timeout and getting to save 25 seconds

The absolute definition of targeting which should have led to a first down, and it's ignored.
