It does not include funding from outside those sources, like the longhorn lambos or larry ellison and dave portnoy buying a michigan QB

Not trying to be Capt. Obvious, but every one of those schools (except one) has had (throughout various timelines) a winning football culture / Natl Championship.
They are also considered by most as "the state school". aTm has the money, alumni, and the student population numbers. But, their football success has been very much hit or miss, and any success that was achieved, was short lived. For the most part, the random John Q Public's of the world, see aTm as a quirky university, full of smart kids, that underachieves in the "big sports".
