I'm not an expert on this, but even with NIL the NCAA should be able to put tight rules around it.

Players aren't being paid for their Names, Images and Likeness and the market value of those. They are simply being bought to play, under the lie of NIL.

The NCAA would be drug into multiple lawsuits if they restricted NIL. They don't want to play that game.

this has always been the case. Bowl games were diluted to the point of not mattering in the early 2000s. Players not interested in playing in them is a symptom, not a cause.

And they would lose every one of those lawsuits... badly and decisively. Might as well save the money needlessly spent on lawyers for something else like marketing the Final Four or the like.
