An interesting impact of rule 4 would be to give running teams more parity with passing teams when trying to rally at the end of games

It could shift college offenses back toward the run, as the stoppage of clock after an incomplete pass is a big advantage for air raid systems when they fall behind.

One solution would be to limit the amount & length of TV timeouts. But I don't see that happening.

Replay? Not only have schools spent large amounts of money on equipment & personnel for it, but if you do get rid of it, as soon as a controversial call comes up, people will be screaming to have it reinstated. It's here to stay.

Not stopping the clock on 1st downs has some merit. I think back to when UH had the run & shoot under Jack Pardee/John Jenkins. Every play seemed to be an incompletion, 1st down or TD. Those games set some records for length. And that was before replay and having the majority of the games televised.

Shortening the halftime? Bands will hate it and ceremonies will be limited. Plus, concession sales will also decline. And again, fewer TV commercials and less work for studio hosts. Don't think it's likely.

Folks love the big payouts and fancy facilities until they realize where that money comes from…

Cutting back substantially on advertising isn't a realistic option.

They absolutely could if they changed how they advertised. They could show more of those PIP commercials while they are in a timeout or before they huddle. They could go full NASCAR and start selling the uniform space. You don't have to show 4.5 minutes of commercials every 6 minutes to make money through advertising.

So I'd say 95% of the females & probably half the males!

If people still traveled to games during the Fran era I don't think shortening the game a little bit is going to scare anyone off.

Hell yeah they're not going to make the game time slots shorter. That would mean less or maybe flat ad revenue. The goal is MOAR REVENUE

Agreed. They would rather figure out ways to make the game shorter so they can show 4.5 hours of commercials to people, than figure out ways to make the commercials shorter so people can enjoy the game more.

Well, eliminating TV timeouts would be a better answer but that sure as hell ain't going to happen with all the TV money.

I'm fine with rules 3 and 4, but just for grins maybe have the traditional clock rules apply for the last 4 minutes of each half. That is, if we're actually trimming out half an hour or more of runtime and not actually just replacing a third of the saved time with more media timeouts.

The first two are perfectly reasonable and almost nobody will even notice but they won't really make most games shorter. The second two will significantly change the game. I doubt they pass but they would stand to shorten the game. Unfortunately they will shorten the most exciting part of the best games.
