Because there weren't enough 6-6 or better teams to fill all the slots. The 5-7 teams are chosen based on APR (academic progress rate).
Just remember, watching 5-7 Rice play in the Lending Tree Bowl is what opponents of CFP expansion say the 12 team model is going to ruin.
