Disagree- he was a good coach with almost zero support in terms of facilities while other programs were building up. If we had starting throwing the money at improvements back then I think he could have turned it back around.

I recall Toledo doing pretty well offensively at UCLA for a while and Babers/Sumlin's history is well known.
I don't know if it was the head coach stifling the offense then like Jimbo seems to be now, and my memory may not be bulletproof on this but I seem to recall being frustrated just as much with the lack of offensive consistency then as now.
RC was a good coach though, regardless of the revisionist history - he just couldn't seem to get over the hump of getting the teams from good to great.
