This will go nowhere. There is almost no rules and nothing that can be done. When the NCAA approved NIL there was not even any rules, just 3 or 4 general guidelines, and even those don't matter. The cow $50K/year for all OL scheme clearly violates 2 of the "guidelines" and nobody said a word. These new "public collectives" are essentially just a pay for play slush fund to get $$ into the pockets of the players.
All of it was so short sighted and ill conceived that you literally cannot even investigate a program for or charge a person or program for enticement as a recruiting violation. Short of a promise on paper (nobody would be that stupid hopefully) or actually paying an unsigned recruit, there is no violation or foul with the program, the private collective, etc. discussing potential NIL opportunities if said recruit signs with X program.
