Being told there is no possibility of playing time because of your position on the depth chart and the team is over the 85 limit is just a indirect way of saying that you need to transfer because your scholarship is going to be pulled.

After committing through the transfer portal, Jackson did not enroll at Nebraska for spring football but was expected to join the program for summer workouts. Now it appears he'll be looking for another school.
