HELL NO! You must be kidding.
First of all, there are usually 15 extra practices a bowl bound bound team gets. This is great for development of players. A team does not need 15 practices to get ready to play an opponent. Thus, most of the practices are used for player development. And the best way to accomplish player development is to have live practices.

Think of going to a bowl game is like getting to have TWO spring practices.
Bowl prep -- 15 practices with essentially few restrictions
Spring practice -- 15 sessions of which at most 8 can have live hitting
