Yeah but your teams gets the ball back after blocking and returning a PAT.
PAT returned for 2 pts is a touchdown. A 2 pt touchdown

Currently it's a spot foul, loss of down so in effect it's a sack.

I would go with some ot the XFL rules. For instance, no fair catch rule, and no penalty for interfering with the catch. Also, make punts a free ball, like a kickoff.
