They can, but there is a lot of compliance work that has to go into it. They can't be paid more than the going rate for that job, they have to show that they actually do the job, and they can't be hired because of their athletic ability. With the amount of free time the typical scholarship athlete has, it's simply not worth it.

I still never understood the NCAA ruling on Jeremy Bloom who was an Olympic caliber skiier and wr for Colorado.....he was good enough to get endorsements for skiing, but the NCAA wouldn't let him earn money for that sport and still play football. Really weird

Yet you can sign a minor league baseball contract and still play college football.
