I've wondered the same. They put grass down inside what looks like a flower bed.

If I were to bet, it's grass because the 12th Man statue is the most popular meeting place on game days. The grass levels give you more space to hang out and wait for the rest of your group.

I'll admit I haven't been looking but I haven't noticed anyone letting kids crawl over the statue pedestal. I would have thought the wall around the bottom level has a big enough shelf to sit and not get into the planting bed.

I wonder if it's even irrigated...
