Don't know if you're being sarcastic but they've been doing it for years before the shocker was the shocker. Basically, they're making a UH with their hand...pretty cheesy actually.

It isn't the shocker. I heard a story that one of their old cougar mascots got part of her paw cut off, in a cage or something. That is their handsign for it.
