The Germans did have a fledgling nuke program that was never fully funded nor utilized. One of the greatest impediments , besides a severe lack of fissionable material , was the belief that the physic's involved was " jewish science" . For many reason the best known and most capable scientists in the world that could have developed and were working in the fields needed for a German Manhattan type research project were Jewish. Of course Einstein was the most famous but there were others. It wasn't just the actual Jewish scientists that were persecuted it was also their students, acolytes , associates etc. Just a history of working with a known Jewish scientist was a stigma that prevented many capable German scientists from significantly contributing to the war effort.
