Not sure, I bought a new truck last year and they swapped my plates to the new one.

My dad taught me to always take my plates with me when selling or trading. Avoided issues like toll roads and other stuff if the new owner didn't transfer properly. General thought was you convey the plates with the car, but my dad told me that was not required. I've transferred the same plates on my vehicles for years. I only got new plates at the tax office when the old ones were old looking or I liked a newer design.
