Forgive my ignorance, but is that a black matte PAINT, or some other finish over the yellow?

The Ammo NYC guy (Larry something; huge detail channel on YT) completely stripped the paint on his Porsche down a few years ago. Turns out there had been more than 2 paint jobs on that car that he was unaware of. Plus, some cheezy body work as I recall.
