Sold Car But Forgot To Remove Plates (Buyer is Running Through Tolls)

How long do you want to ignore this user?
Forgot to remove the plates and now the buyer has been running through tolls left and right. Since 5 mins after I sold the car he has not been returning my calls or texts to meet me to give them back. What's the best way to report these out of my possession/stolen so there is hopefully a blanket notification to all state authorities and toll plazas?

I had to fight Harris County toll authority on this exact issue once. I won because i had filled out the state notification form and showed them proof of payment from buyer (bank statement) verifying the date sold.
