Have a grandparent that has a 19 year old car with 12k miles. I've heard it mentioned that rot could occur after so many miles. Is it ok to take it on the hwy?

The only real answer is probably not, but it depends on your risk tolerance.
Was the car garaged? Do the tires have any indicators of rot (cracking, don't hold air well, etc.)
How far are you going to go?
If you are just trying to move the car 30-40 miles, one time , and keep the speed down -- it will probably be OK.
But I wouldn't make a habit of it, or try to drive across the state.

Parked in garage. Very well maintained. Her and a friend were wanting to go a total of 200 miles this weekend
I wouldn't want to risk 200 miles on tires that are 2 decades old.
However, take a look, if there is a lot of cracking, definitely not. If the sideways are smooth without cracks, it might be OK.

I think they should be replaced, don't roll the dice - it's your grandparent!
I'd only take that trip if 4x spare tires were accompanying me on the journey.

It's recommended to replace tires every 6-7 years regardless of wear and mileage due to tire rotting and rubber breaking down. Best to replace god forbid going 60 and have a blowout
I think she should roll one of the tires up to a Discount Tire and throw it through a window.
If I had to bet, I'd bet it would make the trip - if car has been kept in a garage and driving a bit every month.

I won't drive road speed on tires older than 10. Rubber stiffens and cracks as it ages. They might be ok, but they might fail suddenly. It's not the careful boring driving. It's that one badly placed pothole or bit of road debris at the wrong time.

Dry rotted tires lose traction too. It doesn't even take a blowout, just a quicker than normal stop could cause loss of control.
I would be very nervous on 20 year tires with anyone I cared about. I recently had a total tread separation and blowout on 6 year old tires on a trip. I am glad it wasn't my parents driving...

Discount sold me a set of nearly 3 year old Continental DWS's recently. Realized it a few days later and went back to get them swapped out for a newer set. They tried to tell me it was fine, their policy says that anything under 3 years is "new."

I heard about a unit in the army back in the day using vaseline to shine up the tires on a bunch of humvees/5 ton trucks. Talk about waste/idiocy.
Not worth the risk IMO.
