They only sell the bumper caps (painted parts) in pairs. The bracket is also the receiver hitch and what holds the bumper together. Then you have the plastic cap. So it should all be new.
We just fixed one almost exactly like this. It just needed tailgate repair, not replacement, and it was $2800. Add in the tailgate and 1ags is probably pretty close. 1 week repair in my shop.
USAA is definitely the way to go.
