I am currently working on 3 surplus military HMMWVs right now. I am handling everything from building our add-ons, title work, maintenance, etc.
If you buy a HMMWV from Iron Planet that bidding started around $3K-$4K these are the options you have at check out / post-purchase:
1. Request a SF-97 form (through Iron Planet). This is a "Certificate to Obtain Title". Because the military vehicles have no title, this certificate says 'hey, this is a gov vehicle, here is it's info, this person bought it, they can get the appropriate title". Now this SF-97 WILL have "OFF-ROAD USE ONLY" in large red letters across the top. So if you go the SF-97 route, you aint getting it street legal unless you can take the DMV lady to disregard the red letters at the top.
2. Request a Florida Title. Not sure why it's Florida (maybe that's iron planets headquarters). Havn't seen anyone do this, but 99% sure this title will say "OFF-ROAD USE ONLY" so when transfering it to Texas, same issue as #1.
3. Request just a Bill of sale. This is just a form Iron Planet created that says you own the vehicle. Issue here is Texas will not title a vehicle with only a bill of sale. So if you are not in Texas, you may be able to go that route. This bill of sale says nothing about off-road use only.
No matter what you choose to do, part of the check-out process is to sign an EUC (End Use Certificate). This is stated on the item bid page, you can go there and read about it. I'm no lawyer so I am not 100% sure what you are signing. Some say the EUC only means you wont ship the vehicle out of country, some say that keeping it Off-Road Use Only is also required by the EUC. I'm not sure either way.
Now, THERE IS ANOTHER WAY. but your not gunna like it.
This past Tuesday Iron Planet had the first of probably multiple sales of M1123 HMMWVs. These M1123 are heavier versions of the M998 (which is what the $3K-$4K starting price ones are). They are claiming that these M1123s are being sold with SF-97 that has no "OFF-ROAD USE ONLY" markings. BUT, the part you wont like, the starting bid on those HMMWVs were $30K-$40K. And the worse news is that in my quick look at the auction results, all sold with multiple bids. So if they do some more M1123s, they too will be north of $30K.
The OTHER ROUTE
Don't buy from Iron Planet. If you buy them from a private party, you don't have to sign anything out of the ordinary. It's just like buying a car on craigslist. ASSUMING you can find a guy who is selling one WITH a standard title (not off-road use only).
