He was a hispanic veteran with a very good education and worked for a law firm that does defense work for corporations and insurance companies. He was seen as a bright, honest, patriotic family man. He barely won.
This time he was up against a former state representative who was clean as a hound's tooth and had a lot of friends from when he was a democrat and who knows insurance law backwards and forwards in a year when windstorm insurance is the only issue in that district, which runs along the shoreline of Corpus, to Mustang and Padre Islands, and up to Aransas Pass and Rockport.
Garcia had no chance of winning in that district against a good Republican and the GOP recruited a great candidate. Garcia still did ok.
The position he is being tabbed for in the Navy will allow him to show if he has the stuff to be upper grade level of bureaucrat/politician. My guess is no.
