Anyone catch the artice on the front page of the Chronicle today?

I think this prof from TAMUG is out on a limb.

The idea seems very far fetched, making a seawall the whole length of the Bolivar Island and extending the rest of Galveston Island.

It's possible, but the cost might be prohibitive because of all the refineries in Texas City already being protected by the Texas City-La Marque Hurricane Protection Levee. The benefits of protecting those facilities could not be counted in the benefit/cost ratio for the "Ike Dike". Also, the cost of lands, easements and rights-of-way, relocations (roads and utilities) and environmental mitigation could be VERY significant.

They are estimating 2-5billion which is laughable.

Sorry, but from a geological perspective trying to over engineer our coastlines is like trying to prevent an earthquake. You simply cannot stop coastal areas from changing. They are some of the most dynamic geomorphological settings on the planet. It would be like trying to stop the San Andreas fault from moving.
