The program is initiated in Texas. You sign up at a location where the Army Corps of Engineers is stationed and they put you in the queue to have your roof tarped.

My moms property on the west end has some significant roof damage so I got her signed up. The owner of the property must be present when completing the form(my name is on the ownership as well).

Be careful, they contract these jobs out to fools who have little clue at what they are doing. Had a friend in New Orleans who had pretty significant damage to his roof during Katrina. They came in a put the Blue Roof (tarp) in and made the problem worse........several hole and leaks when it rained.

Also, stories of workers coming in......"casing the house" and coming back and robbing you later.
