City of Galveston planning office says you need to pull a permit if you're "building" or "replacing" a fence. So say you have a section that blows over, could that be considered "repair" and thus one would not have to pull a permit.

The permit process looks fairly intimidating.

According to my SIL, as long as the job doesn't exceed $500 you are okay without a permit. Now don't go and smash your fingers!
