My first letter to the City of Corpus Christi

Mr. Mayor, Mr. Councilman, and others,

I have a really simple question that hopefully one of y’all can answer.

Where does that money we pay for Beach Parking Permits go? I’ve called the “If you have any questions, please feel free to call…826-3469” number numerous times, but each time my phone call goes unanswered. I find it odd that w/ today’s technology that there wasn’t even a voicemail option. The phone just kept ringing and ringing.

I grew up in Corpus, more specifically Flour Bluff & Padre Island, moved away for several years and have recently moved back. While I was living here I had the privilege to work as a Beach Lifeguard on Padre Island for several summers. I was actually working as a Nueces County Lifeguard when former Commissioner Carol Karter, I believe, implemented the notorious Beach Parking Permits. At that time all sorts of things were promised to make the beach nicer by adding various facilities.

Fast forward a decade or so...other than the new Parks Building behind Bob Hall Pier, which is already decaying, the ‘new’ bathroom facilities at Padre Balli Park, which looks like they just tore down the old cinderblock and built new cinderblock facilities that are, in essence, exactly the same, and the fact that there are now significantly FEWER lifeguards patrolling the beach, and for a shorter time-span, I don’t see where much has changed.

What I do see are things that have stayed the same as long as I can remember.

--Bob Hall Pier parking lot crumbling and washing away after each storm season, yet they continue to repave it with asphalt and the same exact thing keeps happening. I think the definition of ‘insanity’ is continually doing the same thing but expecting a different outcome. I’ve noticed, however, that any attempts to repair the parking lot have been halted for the past year or so.
--Fix the problem instead of constantly making repairs; Concrete instead of asphalt.

--The roads into Padre Balli Park & Whitecap where the asphalt meets the sand is like driving off a cliff sometimes.
--Again, instead of putting a band-aid on a broken arm, why not fix the problem. Idea: at the edge of the asphalt make an angled concrete “boat ramp” type transition from the road to the sand. If you make the “boat ramp transition” deeper than the average sand level then when the sand fluctuates we wont be left with trying to traverse craters to access the beach; we’ll have a smooth ramp-type transition.

--Access Road 3A (adjacent to El Constante Condos at the N. end of the seawall) and Zahn Road have to be two of the worst “roads” in Corpus, and that says a lot. I put “roads” in quotes because I’ve driven on dirt roads that are in better condition than these two “roads”. Aside from the fact that Tortuga Dunes is raping the natural landscape of the island by destroying the dunes, their heavy equipment also seems to be destroying Zahn Road faster than ever; not that Zahn was much of a road to begin with anyway.

The aforementioned items are existing, visible problems that seem to be getting absolutely no attention whatsoever yet we are still required to pay for a beach parking permit. Last summer, when approached on the beach by a CC Parks worker ‘asking’ me if I wanted to buy a parking permit, I asked him what the money I’m spending is being used for. His response was, “To clean the beach and to dredge Packery Channel.” As I looked around at the seaweed, soft, barely navigable sand, lack of trash receptacles, no shower, no lifeguards, and at Packery Channel, I thought sarcastically to myself, “Money well spent.”

I don’t’ have a problem with the seaweed, just a problem with raking the beach w/ a front-end loader and dumping the seaweed onto the dunes. Seaweed is Mother Nature’s way of replenishing the beach. Leave it, that’s fine. And I’m not 100% sure, but I’m fairly sure that the beach parking permits have nothing to do with the dredging of Packery Channel.

My problem lies with what is being done with the $12/annum I’m paying, along with tens-of-thousands of others to keep the beaches clean and updated with new facilities. I have no idea how many beach parking permits are sold each year, but if 50,000 people buy a permit at $12, where is the $600,000 going? Does Judge Banales or someone else need another office?

I drive to Kingsville every day and along the way I watch the farmers tiling and ‘disc-ing’ the soil. Instead of scraping the sand and seaweed, why not try what the farmers do and till the seaweed back into the sand in which it lays?

I did get a response. I wrote this a couple weeks ago, so it's not like a got a response immediately.

I got a response from the City Councilman who seems genuine...

The GLO considers allowing asphalt on the beach as a mistake, and will no longer permit any hard surface parking seaward of the vegetation line.

I have asked that the developers of Tortuga Dunes replace Zahn Road. They are receptive, and we should see something happening soon.

You’re right about permits and Packery. I also agree about beach maintenance, and have (I think) stopped the front end loader scraping of the beach. I have had several meetings with GLO, city, county, and others about seaweed maintenance. We are leaving most in place, and working on a permit to stack excessive amounts behind the dunes.

I will make a note to send you the budget on the parks/rec/beach operations.

Get out and vote in the upcoming County elections.

The money earned by the beach parking permit sales goes towards beach maintenance, operations and lifeguards for all three entities involved.

....I actually got a response from the City Manager, too, referring me to the ACM and Parks Director.

Good morning,

Ms. Rose, I appreciate your response to my prior email concerning the money collected from beach parking permits. I understand that the money goes towards, “beach maintenance, operation, and lifeguards”, however my bigger concern is that the beach lifeguards are only seasonal, the beach in littered with trash, and often there are no signs that anyone has set foot on the beach for maintenance for quite some time.

I’ve included a few photos I took last weekend, and granted they are not the best but it’s plain to see that the beach maintenance seems to be lacking. I’m not talking about the seaweed; I’m referring to the endless trails of trash that is lying in and on the seaweed. I walk up and down the beach every weekend and every weekend I see trash on the beach and trashcan overflowing with garbage. Since the beach parking permit money is designated for “beach maintenance” I don’t think it’s too much to ask, and wonder, how come the beach is still littered with trash?

I know I’m not alone in my frustrations with the City of CC requiring a $12 beach parking permit to park on certain areas of the beach and not seeing much done with the money we are forced to give to y’all. Having the ‘permit crab’ people patrol up and down the beach collecting money from visitors is a great way to make money, especially when they’re accompanied by an official ready to issue a $150 fine if they don’t purchase a permit. I wouldn’t mind the fee if we actually knew where the money was being spent. Every time I ask I get the same generic response...”…beach maintenance…”. I’ve lived in CC for a long time and have been going to Padre Island for as long as I can remember and it’s sad to see that the beaches seem to be going the way of the rest of the City of CC; the city over promises and under delivers, when solid government should operate in the exact opposite way.

Is it possible to get a line budget breakdown of where the beach parking permit money is being delegated?

CC is a second home to me, and I used to always buy a permit when I visited - thought it was the right thing to do to help the beaches I loved. At some point, I stopped because things were actually degrading maintenance wise.

What I have noticed is that they are scraping seaweed (a stupid thing to do) and stacking it in front of the dunes. This has the effect of creating a seawall that keeps the dunes "protected" and also narrows the available space for driving. In effect, they are accomplishing the dream of the developers---they are shutting down the access to the beach for vehicles. In some areas where there is a wide beach it is no big deal but some areas of Mustang are very narrow and getting narrower by the day.

They need to leave the seaweed there. If people want seaweed free beaches they should go to Haiti.

Peter thanks for sending the letter. It's nice to see someone take action to address the issue with the city. As you know, CC has very little draw for visitors and if our end of Padre continues to slip, they'll continue to head south. With a little effort maybe the beach will be worth visiting again; if I can ever make it back down there sometime.

Lived in CC for 12 years, in the 60's and early 70's, Padre was a pleasure to drive on and swim, except for the seaweed and muddy water at times. I usually drove down the beach to big and little shell to fish. Great fishing then. Parking permit just another way to tax. Good luck on getting any satisfaction out of a city government. That money goes for everything but beach cleanup, etc.

I do apologize, with three different governmental entities maintaining the beach (City of Corpus Christi, Nueces County and Texas Parks and Wildlife) it can be quite confusing. However, City of Corpus Christi mile markers are designated with a yellow stripe at the very top of the sign.

In regarding the budget breakdown, I will have to get back with you sometime early next week. I don't have that information at my disposal at this time...

In addition to this she offered her time and phone number should I want to discuss anything with her in person or on the phone.

The area of the beach designated for maintainance by the City of CC stretches from just south of Bob Hall Pier to just south of the 1st access road, and from the access road south of Whitecap north to marker 204, which is north of Zahn Road.

So, today after work and tomorrow morning I'm going to walk the beach in those designated areas and document what my finding are, as well as the beach conditions. Tomorrow morning, after the designated 7am trash pick-up time, I'm going to walk the beach again, picking up any trash left on the beach, and document my findings.

You know, I'm not trying to be a dik or anything, just trying to hold them accountable for what we were promised, and make sure our money is being spent properly.

I hope i dont find much. It'd be a pleasant surprise to go out there and see a nice, clean beach.

You should ask her why there are dirty diapers, last night's condums, empty beer bottles, and Whataburger waste everywhere on the beach. Ohhh...that's right! There is no pedestrian only section unless you drive down to the national seashore.

TCR, Bob Hall Pier has a pedestrian only section, so does Mustang Island.

Yeah, but it is not "technically" pedestrian only. Not like one would see on SPI or Galveston.

what does that have to do with trash anyway? If anything, I think pedestrian only beaches would increase trash because some people are too lazy to carry out their trash.

With the exception of a few popular areas, the overwhelming majority of our trash comes from offshore. No matter how much we restrict what people bring or leave, we will still have to have trash cleanup.
