They probably put the wrong counter on the meter. If you stick a counter for a 1" meter on a 5/8" meter body, it's definitely going to over-read the volume.

ETA: The customer can demand a bench test, and if the bench test shows the meter is inaccurate, they get a new meter. If the bench test shows the meter is accurate, the customer pays for the bench test.

Here is the whole story where they confirm my assumption was correct.

Here's the fun part - COH cannot issue an actual refund to a customer without a vote of City Council, so it has to be applied as a credit. This guy didn't pay $1900 of what he owes under the faulty reads, so that just goes away, but the rest gets credited back and his water bill will be $0 for a while.

Yep government at all levels is absurd, disjointed and staffed with functional wee todds at the ground level so very little gets done, confusion reigns supreme and levels of complexity are applied thick so the individuals running government entities are free to skim off the top or outright steal your money.

I remember when CoH started using the "estimated" billing process where they'd just sort of guess what your water bill is and then correct it later. CoH has long been incompetent at managing its water system.

They underestimated my bill for 9 months and then I got a "catch-up" bill for like 10,000 gallons. The one good thing is if you call and ask them to balance it out over the period it was estimated, they will usually do it without question, but it's still a PITA to have to deal with it in the first place.

It's absurd. They over billed me for a year. KPRC did their "drained" segment. I was charged $50 for 8 months.

Last month. $700 something.

This month. $200 something.

The bill shows usage against the previous month and year.

Zero correlation

The water company did this to me once, same deal, I got a credit, not a refund. Moron couldn't read a meter.

The longtime HR director who created a culture which rewarded incompetence and punished competence was finally shown the door on Thursday.

The "HR Director" created the culture and had the authority to reward for incompetence? Sounds like the CEO needs to be shown the door...

Yeah, one of the things that was common was when supervisors went to HR to start corrective action on an employee, the HR staff would tip off the employees and sometimes even go so far as to sabotage the corrective action.
