Tree in utility easement

A large branch from a junk tree that grows in this "no man's land" between our fence and a neighbor's garage is down in the utility lines, hanging over our side. Appears to be well below the electrical high wire, but between some of the lower lines.

Who is responsible for that?

Homeowner, Centerpoint? Couldn't find much on the 311 site.

Is it solely a utility easement, or is it platted as an alley? The solution will be different based on your answer.

There's no alley. Access only through the back yard.

Standard 1950's/1960's residential neighborhood.

Quick websearch suggests calling Centerpoint.

Technical answer:
If it is solely a utility easement, you need to determine whose side of the property line the tree is on. The property owner is responsible for the care and maintenance of the tree.

Practical answer:
Since the tree branch is in or on the low-voltage lines, go ahead and call Centerpoint (713-207-2222 or 1-800-332-7143) and tell them a tree branch is on the lines. They will either remove it or refer you to whoever owns the lines (probably AT&T or Comcast).
