My oldest sister got a phone in her room and it was 281. Had to have been between 1978 and 1980. She graduated from high school in spring of 82. Our home number was a 713-376-xxxx in that same time. That was nice to be able to just dial seven digits on the rotary phone.

That is actually not true. It was required in 1996 to have 281/713, before that you could get a 281 number. I actually searched and found a reddit about the same and I talked to my sister. She hated it because it was considered a long distance phone call to 713. You also have the same statement from another poster above me.
