Amy Davis has been all over the huge charlie foxtrot with Houston's water billing where tons of people are getting crazy bills, meters aren't actually being read, etc. I'm curious if anyone here had any problems with their bills?

Several months ago I got an unusually high water bill, but never got around to digging into it. This month I got another big water bill, so I finally went through all of my bills for the last year. It turns out they weren't reading my meter - they were estimated my bills. Well ... significantly UNDER estimating. Eventually they would get around to actually reading the meter and I would get a "catch-up" bill for all the water I used in previous months. The fun part about catch-up bills is once you exceed 3,000 gallons, the rate for each 1,000 starts to increase significantly, and anything over 6,000 gallons on a bill gets expensive very quickly.

If this has happened to you, you should be able to ask them to balance the catch-up bill across the estimated bills and the recalculation will reduce the rate for each of the 1,000 gallons that gets balanced onto a prior bill.

And they can only credit your account when an erroneous bill gets paid. A refund requires a vote of City Council.

What's normal usage for 4 folks in a house with no pool?

I'm around 12K gallons in the summer and has down to 8K last month with the sprinklers shut off.

I think they must have just gotten rid of all the meter readers and decided to crowdsource it. I got a call a couple weeks ago saying they had noticed an unusual reading on my meter and asked if i could take a picture of the meter and email it to them. Surprised they didn't ask me to do a couple of the neighbors while i was at it

I know someone who hasn't paid for any water usage (above the minimum monthly charges) in many months - like over a year or more. They notified COH but nothing changed. The concern is getting a bill for back charges going back all those months. Will that happen? The latest Amy Davis story referenced a similar deal but I didn't see it all.

Also, I'm very confused on how this estimated billing works. RTT, I appreciate the detail of the tiered cost/gallon dependent on usage, so that makes sense.

But, I can log into my water account and see my usage by day. I can also set up alerts so if my daily, weekly, etc. usage is high I get notified so can look into a leak. How the hell can I do this but they're guessing to bill me? Or are these daily usages just a guess also?

As soon as they find out, yes. That has the potential to be one hell of a bill. Your friend needs to compare the reading shown on the bill with the actual reading on the meter.

I don't know how TF we are using 9,000gal/mo water for two adults and three young kids. No pool, no watering the lawn, no excessive showers/baths.

I am pretty sure they have adders by zip code. It's only equitable.

Mine has been all over the place. One month is $200+ and then another month it is -$16.

To no one's surprise, they're incompetent.

I complained about an inaccurate high bill so they said they would fix it… next month was zero.

Thanks but that's not really helpful…

Not long after, a $900 bill - then some normal - then a fairly low… it all ends up averaging out to what seems "better" but still not right.

How about this crazy idea… read the meter and bill me for what I used… then I'll pay.

Innovative, I know, but worth trying - just to make it make sense, or whatever…

I haven't been able to find this breakdown on their website. Anyone know where this is listed?

Do they not have smart meters installed for water? I guess that is the problem. The electricity smart meters make things so much easier.

My neighbor hasn't gotten a bill for months. He has a smart water meter. No idea if it is working, but just having that meter doesn't make you immune from this.

It appears that they have not integrated the smart meters into the billing software.

I used to be able to log in and see my hourly usage in nearly real time. Now I can't see any hourly, daily or weekly data. Only monthly.

That was my question, no AMR/AMI system in the city?
