What kind of utilities expense can be expected for a 8-5 office? Which carrier has the best rate right now?

There's no way for us to answer this unfortunately. The best way for you to get a good idea would be to ask the landlord about historicals. But even then, how dense you go, your use, etc, all matter. Even things as simple as your internet plan matter. Do you get the "basic" business fiber plan for like $200 a month, or the "guaranteed" uptime business internet plan for like $900? Does your space have a kitchen? Etc, etc.

For multistory office buildings we normally see $2.25-$2.75/sf

Depends on the building construction and use...but my 2700 ft2 building probably averages around 600 - 800/month including phone and internet. My water bill is typically high and can't be accurate but my water bill at home is low and can't be accurate so I figure it averages out. I use Energy Ogre for electricity. One story concrete block building.
