I know you cannot pass a school bus when its red light and/or stop sign is out.

However if the bus is at an intersection and I am across the intersection, if there are no kids in the street, can I turn right or left?

Like a right on red situation?

I think the answer should be yes, you can turn right. The penal code only discusses passing a school bus.

However we have a similar situation and the police have ticketed people who drive through the intersection. Technically I think the bus route is supposed to stop away from intersections for that reason, but it doesn't always work out like that.

You are good, no different than making a turn before getting to the bus on a straight road.

Actually the bus driver honked a nice long blast at me, and I thought I didn't do anything wrong, but then…I wasn't 100% sure and nothing from a web search was conclusive.

if you turned left in front of it, maybe they were concerned about kids running out on that side

When a school bus stops at a RR crossing... you don't have to. Keep going! (unless a train is coming... obv)

Were they honking at you?

Yes honking at me, my kid told me the bus driver honks at everyone who turns in front of the bus and does it every day. Also stops the bus at a the beginning of a median so that no traffic can go on either side.

These kids are all lined up and getting on the bus, I was dropping my kid at the stop as he is always rolling late in the morning. This is at 6:30 AM, I am sure the people that live around there love him.

Sounds like the bus driver may be the problem.

If I understand this correctly, the driver is actually violating the law by doing this.
