Switch to "satellite" view and you can see Lakeside Country Club, the Sam Houston Tollway, Memorial & Eldridge, and other areas under Harvey's water.

Yep thats it. On PC it's not there. On phone it is.

Ok so if you go to the top left drop down menu on google maps and select 3D on (this turns off 3d) it will show the newer flood images. Clicking 3D over on the right bottom menu does not do it.

That was not near the peak of flooding though. I know the water went much higher than that.
