Did I hear correctly that the Ruggles name was used without permission?

I heard a rumor that their was an issue with the guy who opened it and his Ruggle's Green Partners around using the Ruggles Green brand. I guess he though he could drop the Green and be ok, but it looks like that's not the case. Just my guess based off a little info.

Also, I haven't been since they dropped the Ruggles. Is the menu the same?
