What is context here?

A car wash owner kept getting told by Dallas city council that he needed to pay for security because too many crimes were happening near his business. He bought cameras and called police every time there was an incident but they never helped. City council threatened to take his business away. Oh, and the security he was supposed to hire was a personal connection to city council.

I wouldn't say it was literally the mob, but when it walks like a duck and quacks like a duck...

Ah, yes, well many neighborhoods now pay Dallas PD on the side to patrol their hoods. Ours does and we contribute. It has helped reduce crime; just kind of maddening you have to pay another $300 per year on top of your taxes to actually get the PD to talk to you.

Just don't ask too many questions like "why do criminal elements know to hang out in certain places" because they have a habit of appearing where city council needs to build up a narrative...
