I am watching a show that features the RAD program (rape aggression defense) that educates women on how to fend off attackers for free in 4 class session. However, I am only seeing it offered on university campuses around here.

Is there a similar program available for free (or cheap) in Dallas? I don't see anything on the DPD website and all the martial arts academies want to begin an intensive (and expensive) program on the topic.

If it's really that important to you then find a good instructor and pay for it.

If you are going to ever want to be proficient enough to use it in an actual situation then repetition, muscle memory, and realistic practice/training are necessary.

Also, consider a CHL.
