t.u. has more or less capped enrollment for decades. When I was a freshman here we had 37,000 students and they had 50,000.

We increased enrollment. They held at 50,000. One thing they did to help that was to tighten the admission requirements. They no longer accepted any Top 10% Texas high school graduate. They lowered it to 8%. It might have gone lower than that at this point.

Auto admit for state universities for top 10% is state law. UT Austin gets an exemption for just top 5% because they get so many applicants that accepting the top 10% would cause the freshman class to overwhelm admissions and leave no room for anyone else. They're land locked so they can't grow. A&M can grow to accommodate more but has temporarily frozen admissions due to local infrastructure limitations. Since they can't lower the 10% auto admit, they're making admitting applicants outside of the top 10% more competitive.
